Crime Free Multi Housing

Crime Free Multi Housing (CFMH) is a crime prevention program that has been adopted by over 2000 police departments across the nation.  In Houston, the same program is called the Blue Star Program.

This program is designed to teach apartment property managers about crime prevention techniques centered around the concepts of Crime Prevention Through Environmental Design (CPTED).

There are three phases of the program:

• Phase I:  This phase is a class room setting for property managers and the topics are taught through the local law enforcement agency.  Topics covered are generally:

  • CPTED Concepts: Surveillance, Access Control, Territoriality, Activity Support
  • Crime Free Lease Addendum
  • How to monitor crime on property and in your area.
  • Gang activity
  • Narcotics
  • Litigation aspects of crime.
     
• Phase II: This is a security assessment conducted by specially trained police officers.  The assessment is comprehensive and encompasses all of the topics covered in the class room.  Upon completion of the assessment the Property Manager will be given a copy of the report that cites the various areas in need of improvement.
   
• Phase III:  In my opinion, this is the most important area of this program as it is designed to bring the community together to promote a crime free environment.  Property Managers have been quite creative in hosting these meetings to generate interest.  They almost always involve free pizza or hot dogs and there are short presentations by law enforcement and property management.
